Section 4

SEC. 4. The new province shall have its seat of government in the municipality of Baler, and shall begin to exist on the date fixed in a proclamation to this effect by the President (Prime Minister) after a plebiscite and upon the appointment and qualification of its officers. The Commission on Elections shall supervise the conduct of the plebiscite to be held pursuant to Presidential Decree No. 1577 not later than six (6) months from the effectivity of this Act.
