SEC. 4. The Municipality of General Mariano Alvarez shall become existent upon the ratification by majority of the votes cast in a plebiscite to be conducted in the municipality of Carmona and the new Municipality of General Mariano Alvarez within a period of one hundred eighty days after the approval of this Act, after which the President of the Philippines (Prime Minister) shall appoint the first mayor, vice mayor, other municipal officials and barangay officials of the said municipality as provided for under existing laws. The Commission on Elections shall conduct and supervise the plebiscite. The expenses for such plebiscite shall be paid out of the appropriations provided under the General Appropriations Act for the Commission on Elections.
