SEC. 14. Transfer of Salary Savings Prohibited.—The provisions of Section 7(c) of C.A. No. 186, as amended, to the contrary notwithstanding, no savings from personal services shall be transferred to the Government Service Insurance System for payment of benefits. Authorized Expenditures
