Section 65

SEC. 65. Direct Release of Funds to Regional Offices.— Funds allotted for regional offices but included in the budgets of their central offices or which are specifically allocated for the different regions may be released directly to said regional offices when dictated by the need and urgency of regional activities, pursuant to SEC. 38 (e) of P.D. No. 1177 and without the imposition of any retention or deduction in the guise of reserves, except as may be authorized by the Minister of the Budget nor prejudice to augmentation of shares from common funds released to the Central Office. For this purpose, the Minister of the Budget shall identify by region the expenditure programs of agencies in the national government budget and shall release funds intended for them in accordance with the approved regional distribution of expenditures, specifying the region of destination.
