SEC. 21. The amount already appropriated and existing for the Mambusao Agricultural and Technical College and the Capiz Agricultural and Fishery School shall be utilized to carry out the purpose of this Act. Funds for the operation, maintenance and improvement of the Panay State Polytechnic College in 1982 and subsequent years shall be included in the annual General Appropriations Act.
