SEC. 2. Objectives.—The objectives of this Act are: To protect the livestock and poultry population of the Philippines against the ravages of dangerous communicable animal and avian diseases; To accelerate the development of the livestock and poultry industry in the country; To free the country from dangerous animal and avian diseases in order that livestock, poultry and their products exported from the Philippines are not discriminated against in the foreign trade; and To stress emphasis on the conservation of farm animals used for work and breeding by rural farmers.
