Sec. 5. The provisions of Act Numbered Twenty-eight hundred and eighteen, as amended, which are not inconsistent with or expressly amended by this Act shall be deemed to be in force, and any provision of existing law contrary or inconsistent with the provisions of this Act are hereby amended or repealed.
