Section 55

SEC. 55. The Secretary of Agriculture and Commerce may establish mining districts, the boundaries of which shall, so far as is practicable, coincide with the boundaries of the corresponding provinces, but when local conditions so require two or more provinces or parts thereof may be included in the same mining district.
