SEC. 2. The existing Immigration Division in the Bureau of Customs shall be turned into an Immigration Division of the Department of Labor, and the personnel, supplies, records, equipment or any other property pertaining to the said division, and the funds appropriated therefor, shall become consolidated with the personnel, records, funds and other property of the Department of Labor to be used as originally provided. The transfer of funds, personnel, supplies, records, equipment and miscellaneous property, herein authorized, shall be by executive order of the President of the Philippines.
