SECTION 1. There is hereby inserted between sec­tions six and seven of Act Numbered Forty-two hundred and forty the following new section: "SEC. 6 (A) . Except once in a race day, it shall be unlawful for any person or body of persons legally engaged in holding races to allow or permit to run horses not wean­ed in the Philippines, less than three years old: Provided, That no such person or body of persons can fix a maximum height for horses which have not previously run in any recognized race course nor bar the running of horses which have run for the first time in charitable races, in the lowest series of their classification: And provided, further, That the provisions hereof shall not apply to horses al­ready registered prior to the date this Act takes effect. "(B) It shall be unlawful for any person or body of persons legally engaged in holding horse races, to operate or allow to be operated, any race track which does not have the following provisions for the care of race horses: (1) adequate and sanitary stables, with concrete floors, and proper drainage, for the accommodation of horses, each horse to have a separate compartment, or stall; (2) a qua­lified veterinary surgeon, whose duties shall include the care and treatment at all times of all horses running on the track; (3) a properly equipped clinic for the care and treatment of all ordinary injuries, ailments and diseases. "(C) It shall be unlawful for any person or body of persons legally engaged in holding horse races, whose total betting on any race day exceeds fifty thousand pesos, to operate, or allow to be operated, any race track which does not include in its equipment an automatic, electrically operated public indicator system and ticket selling ma­chines, by means of which every ticket purchased on every horse in any use, shall be automatically and instantaneously recorded, by electrical impulse, on a prominently display­ed bulletin board, each figure, letter or symbol of which shall be readable from a distance. "(D) It shall be unlawful for any person or body of persons legally engaged in holding horse races, to operate or allow to be operated, any race track, or to conduct or allow to be conducted on any race track, any horse race or races at any time when there shall be fewer than three regularly appointed and qualified stewards on duty at such track to supervise the conduct of racing, and to enforce the rules of the track. "(E) Any person or body of persons legally engaged in holding horse races shall post in prominent places there­of, the rules and regulations of their respective race tracks. "(F) For the compliance of the requirements em­bodied in paragraphs (B), (C), and (D) of this section, any person or body of persons legally engaged in holding horse races is allowed the term of one year from the date of the approval of this Act."
