SEC. 2. The Secretary of Public Instruction is hereby authorized to select sites preferably on public lands for the three leper colonies and, upon the establishment of such colonies, he shall prescribe the necessary rules and regulations for the administration and management of the colonies, and shall appoint the necessary personnel and fix their compensation. The Secretary of Public Instruction shall render, through the President of the Philippines, a complete report of all actions taken in accordance with this Act to the National Assembly within the first ten days of the next regular session.
