SECTION 1. Unless otherwise specifically provided in the annual Appropriation Act, no employee or laborer of the Government Marine Railway and Repair Shops employed under Act Numbered Forty-one hundred and eleven shall be paid more than ten pesos per day or more than two hundred and fifty pesos per month.
