SECTION 1. The Director of the National Library, subject to the approval of the Department Head, is hereby-authorized to negotiate and consummate the purchase, from Professor Austin Craig or from his heirs, assigns or successors, of the copyright in the book "Rizal's Own Story of His Life" which was edited by him, the purchase to include Professor Craig's present collection of Philippine materials consisting of papers and documents on the Islands, as well as his unpublished writings and studies about the Philippines, all of which shall be preserved and administered by the National Library in accordance with section sixteen hundred and ninety-four of the Administrative Code.
