Refusal to issue certificate.

Section 31

SEC. 31. Refusal to issue certificate. — The Board of Mechanical Engineering Examiners shall refuse to issue a certificate to any person convicted by a court of competent jurisdiction of any criminal offense involving moral turpitude, or to any person of unsound mind. In the event of a refusal to issue certificate for any reason the Board shall give to the applicant a written statement setting forth its reason for such action, which statement shall be incorporated in the record of the Board.
