SEC. 15. Appropriations by the Council; Intervention of the Provincial Board.—The Council shall make all appropriations for the expenses, of the government of the city. Whenever the Council fails to pass an appropriation ordinance for any year before the end of the previous year, the appropriation ordinance for such previous year shall be deemed reenacted and shall go into effect on the first day of January of the current year, as the appropriation ordinance for that year, until a new appropriation ordinance is duly enacted. Ordinances involving appropriations shall be subject to the approval of the Provincial Board which shall act upon it within ten days from submission thereof: Provided, That upon failure of the Board to act on the same within the said period of ten days, such ordinances shall be deemed to have been approved: And provided, further, That any action of the Board disapproving any such ordinance shall be appealable to the Secretary of the Interior, whose action is final.
