SEC. 11. The sum of one hundred and fifty thousand pesos, or so much thereof as may be necessary, is hereby appropriated out of any funds in the National Treasury, not otherwise appropriated, for the payment, subject to the approval of the Secretary of the Interior, of the expenses incurred in connection with the holding of the plebiscite provided for in this Act.
