SEC. 88. Official watchers of candidates. — (a) During the registration of voters, voting and counting of the votes, and in general, at all meetings of the board of inspectors, the watchers appointed by candidates shall have the right to stay in the space reserved for them within the polling place. Every candidate for a national or provincial office, for mayor or vice-mayor or for city councilor, shall have the right to have a watcher in every polling place and the candidates for councilor of a municipality or of a municipal district of each party shall collectively have the right to appoint a watcher. (b) The watchers shall have the right to witness and inform themselves of the proceedings of the board, to take notes of what they may see or hear, to file a protest against any irregularity which they believe may have been committed by the board of inspectors, to obtain from the poll clerk a certificate as to the filing of such protest or of the resolution thereof, and to read the ballots after they have been read by the inspectors, without touching them; but they shall not speak to the inspectors nor to the voters, nor among themselves in such manner as to interrupt the proceedings.
