Section 19

SEC. 19. Manufacture of tiki-tiki, vaccines, sera, etc---- Any provision of existing law to the contrary notwithstanding, whenever the appropriations for the College of Pharmacy and the School of Hygiene and Public Health of the University of the Philippines be­come insufficient, any appropriation authorized herein for the Bureau of Health and the Bureau of Public Welfare may be used for the manufacture of tiki-tiki, vaccines, sera, and other biological products in the Col­lege of Pharmacy and the School of Hygiene and Public Health of the University of the Philippines.
