Section 4
Sec. 4. The President of the Philippines may authorize disbursements on account of the operation of this Act from any item of the appropriation for the Philippine Army for the years nineteen hundred and thirty-eight and nineteen hundred and thirty-nine. For nineteen hundred and forty 1940 and subsequent years the necessary item of appropriation shall be included in the appropriation of the Philippine - effectivity of it Army in the annual General Appropriation Acts.
