Article 120
ART. 120. Complaints of wrongs.—Any officer or soldier who believes himself wronged by his commanding officer, ;and, upon due application to such commander, is refused redress, may complain to the District Commander or general commanding in the locality where the officer against whom the complaint is made is stationed. The general shall examine into said complaint and take proper measures for redressing the wrong complained of; and he shall as soon as possible, transmit to Army Headquarters a true statement of said complaint, with the proceedings had thereof. SEC. 2. All offenses committed prior to the date of effectiveness of this Act shall be punished in accordance with the laws and regulations in force at the time of their commission. SEC. 3. All laws and parts of laws in so far as they are inconsistent with this Act are hereby repealed. SEC. 4. This Act shall take effect upon its approval. Approved, September 14, 1938.
