SEC. 2. To carry out the purposes of this Act, including the acquisition, improvement, and conditioning of the land or lands to which the University shall be transferred, the construction, maintenance, and repair of buildings and improvements, and the acquisition of fixtures and equipment, the sum of seventeen million five hundred thousand pesos is appropriated out of the proceeds of the excise tax on coconut oil.
