SEC. 2. The following sums, or so much there of as may be necessary, are appropriated out of the Cocunut Oil Excise Tax Fund, to be spent by the Director of Public Works, subject to the approval of the Secretary of Public Works and Communications and the provisions hereinafter set forth, for the purposes specified hereunder: A. MISCELLANEOUS (a) For aid for the construction, reconstruction, repair, improvement, extension and completion of public works in the following provinces and chartered cities: Provided, That where appropriations are authorized for the construction of roads and bridges and provinces or chartered cities concerned shall provide annually the necessary appropriations for the all provincial and city roads now in existence and those herein authorized to be determined by the Director of Public Works.
