Sec. 3. There is appropriated out of any funds.in the Philippine Treasury, not otherwise appropriated, the sum of One hundred Fifty Thousand Pesos, or so much thereof as may be necessary, for expenditure during the fiscal year ending June thirty, nineteen hundred and forty, for salaries, perdians, traveling expenses, purchase of materials and equipments, and other necessary sundry expenses.
