SEC. 17. City departments. - There shall be a Finance Department, Assessment Department, an Engineering Department, a Law Department, a Police Department, and a Fire Department. Unless otherwise provided by law, the Mayor shall have general supervisory over all the city departments. The MunicipaliBoard may from time to time make such readjustment of the duties of the several departments as the publiciinterest may demand, and, with the approval of the President, may consolidate any department, division or office of the city within any other department, division or office.
