SEC. 23. Section seventy-three of said Act is amended to read as follows: "SEC. 73. Decision in all matters before tiie Board shall be by majority vote. The Hoard shall have authority to employ such staff of assistants and the services of necessary medical examiners as may be authorized by the Secretary of National Defense."
