SEC. 4. Seal and general powers of each special municipality. - Each special municipality shall have a seal and may alter the same at pleasure. It may take, purchase, receive, hold, lease, convey and dispose of real and personal property for the general interests of the special municipality, condemn private property for public use, enter into contracts, sue and be sued, prosecute aid defend itself to final judgnent and execution, and exercise all the powers hereinafter conferred.
