SECTION. 1. The operation and effect of sections three and four of Commonwealth Act Numbered Five hundred and sixty-seven are suspended for the year beginning July first, nineteen hundred an d thirty-nine, and ending June thirty, nineteen hundred and forty, insofar as they affect owners or persons in control of sugar lands ceded to others under contracts of lease or otherwise.
