SEC. 34. An alien seaman employed on a vessel arriving in the Philippines from a place outside thereof may be permitted to land temporarily under such regulations as shall be prescribed by the Commissioner of Immigration. OBLIGATION OF TRANSPORTING VESSELS IN CASES OF DETENTION AND EXCLUSION
