SEC. 4. The President from time to time, but not less frequently than every six months, shall transmit to the Congress a report with respect to the participation of the Commonwealth of Philippines in the Fund and Bank. CERTAIN ACTS NOT BE TAKEN WITHOUT AUHORIZATION
