SEC. 6 The sum of seven hundred thousand pesos is hereby appropriated from the funds of the National Treasury not otherwise appropriated to cover the expenses for salaries, supplies, equipment, traveling expenses and other sundry expenses that may be needed to carry out the provisions of this Act and shall not be affected by any priority appropriation established by law.
