SEC. 2. So much of the funds herein appropriated as may not be covered by the excess in the sums appropriated in the General Appropriation Law for the fiscal year ending June thirtieth, nineteen hundred and forty-six from the Coconut Oil Excise Tax Fund shall not be released unless and until the Secretary of Finance and the Auditor General shall have certified that there are existing and available amounts from the latter fund.
