SEC. 2. The duration of the term of any public land, forest, or mining concession existing and in force on January first, nineteen hundred and forty-two may be extended for a period not exceeding the length of time from January first, nineteen hundred and forty-two, up to the date of the approval of this Act, if the Secretary of Agriculture and Commerce finds that an extension of time is justified by attending circumstances.
