Section 16

SEC. 16. Effective date.- This Act shall take effect on October first, nineteen hundred and forty-five, except where otherwise stated, and may only be amended by the Congress of the Philippines, any provision of law to the contrary notwithstanding. Enacted, without Executive approval, November 3, 1945
