Section 1

SECTION 1. Barangays Looy, Bongo, Biarong, Lamud, Kigan, Pandan, Romongaob, Basak (Upi side), Pilar, San Jose and Itaw, all in the Municipality of Upi, Province of Maguindanao, are hereby detached and separated therefrom to form and constitute into a distinct and independ ent municipality which is created to be known as the Muni cipality of South Upi without affecting in any manner the legal existence of the mother municipality of Upi. The seat of government of the newly created municipality shall be in Barangay Looy.
