Preamble

WHEREAS, in the order to prevent duplication of functions in the matter of registration, documentation, issuance of certificates and licensing of Philippine vessels, it is necessary that the same should be transferred to the Philippine Coast Guard. WHEREAS, it is necessary to consolidate all of these functions in the Philippine Coast Guard whose primary function is to oversee local shipping movements. NOW THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree and order:
