SECTION 1. Section 1 of Presidential Decree No. 98 is hereby modified to read as follows: "SECTION 1. Effective January 1, 1974, the Land Transportation Commission shall cause reflective number plates to be prepared and issued to owners of motor vehicles and trailers registered under Republic Act 4136, charging for each pair, including the numerals indicating the year of registry, a fee of not more than 15% higher than the acquisition cost."
