Preamble
WHEREAS, the basic objective of the government is to provide every opportunity and facility to hasten the pace of socio-economic development of the country, especially in areas comprising Muslim Mindanao; WHEREAS, the necessity is felt, in order to maximize the efficiency of law and order and to expedite optimum development in the areas involved, to create this munic ipality to insure the effective implementation of the de clared programs of the government; WHEREAS, in the execution of said government programs, close supervision by local officials is a necessity so as to at least approximate a certain degree of achievement which will contribute to a large extent towards the political, social and economic upliftment of the residents; WHEREAS, the new municipality will become a self-reliant community once intensified government projects are made in line with the declared policy of the government to uplift the socio-economic well being of the residents therein; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby order and decree, as part of the law of the land, the following:
