SECTION 2. Sec. 20 of the same decree is hereby further amended to read as follows: "Sec. 20. Appropriations. — To carry out the provisions of this Decree, the sum of [TWO MILLION PESOS (P2,000,000.00)] TWO MILLION TWO HUNDRED FIFTY THOUSAND PESOS (P2,250,000.00) is hereby appropriated out of any funds in the National Treasury not otherwise appropriated to be spent under the exclusive authority of the Commission."
