Preamble
WHEREAS, Presidential Decree No. 474 tasks upon the Maritime Industry Authority the establishment of a system of maintaining and developing a reservoir of trained manpower to meet the current and future needs of the maritime industry; WHEREAS, in the furtherance thereof, it seeks to upgrade the present capabilities of maritime educational and training institutions and programs in the Philippines, to supply shipping and shipyard manpower needs; WHEREAS, the Philippine Merchant Marine Academy is one of the major institutions which aims to produce efficient and well trained merchant marine officers who can favorably compare with marine officers of progressive maritime countries; WHEREAS, said institution is placed under the administrative supervision of the Authority; WHEREAS, there is a need to effect a change in the present composition of the governing body of the said institution by providing, among others, for a more active, positive and effective participation therein on the part of the Authority. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the power vested in me by the Constitution, do hereby order and decree the following as part of the law of the land:
