Preamble
WHEREAS, 59 Muslim rebels have successfully completed a Leadership Training Program for the development of Mindanao which aims to harness their capabilities for the development effort of the government; WHEREAS, after a review and evaluation of said training program; the Civil Service Commission is of the opinion that in view of the broad and varied coverage of the course, its successful completion could be considered adequate to meet the requirements of a regular civil service examination; WHEREAS, it is in the national interest that these Muslim returnees be immediately integrated into the political mainstream as a means of hastening national development and the opening of the door for them to be in the government is a means towards this end; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree:
