Section 22

SEC. 22. Purpose.-The purpose of this Title are: a) to provide a rational, orderly and efficiennt acquisition, utilization and disposition of land and its resources in order to derive therefrom maximum benefits; and b) to encourage the prudent use and conservation of land resources in order to prevent an imbalance between the nation's needs and such resources.
