Preamble

WHEREAS, one of the national aspirations of the country, or any nation for that matter, is the maintenance of environmental stability; WHEREAS, the National Pollution Control Commission, the government agency primarily charged with this task in the country is being handicapped in the prosecution of its programs and activities on environmental pollution prevention, control and abatement due to dearth of highly qualified technical manpower; WHEREAS, this inadequacy is traced to the fast turnover of personnel ocassioned by low salary and incentives. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:
