Preamble

WHEREAS, under Presidential Decree No. 388, as amended, the Philippines Sugar Commission is expressly charge with the promotion of the integrated development and stabilization of the sugar industry. WHEREAS, it is imperative that the Philippines Sugar Commission and its affiliated corporations be granted adequate powers and incentives to enable it to attain expenditiously and efficiently its declared objectives. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by the virtue of the powers vested in me by the Constitution, do hereby decree and order the following:
