Preamble
WHEREAS, the Commission on Elections has reported that there has been heavy registration of voters in its registration offices under the permanent system of registration as provided under Presidential Decree No. 1099; WHEREAS, the election registrars alone cannot cope with such heavy registration, thereby necessitating assistance from other competent employees and personnel of the Commission; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby decree:
