Who May Avail of Instant Registration.

SEC. 2. Who May Avail of Instant Registration. — The following persons shall be entitled to register under the system of instant registration herein provided: Persons whose names appear in the 1971 list of voters, provided they have not since then acquired any disqualification; Members of the Kabataang Barangay who shall be eighteen (18) years old on December 17, 1977 and who are not subject to any disqualification; Former rebels or dissidents who have returned to the fold of the law and who possess all the qualifications and none of the disqualifications of a voter; Other persons who possess all the qualifications and none of the disqualifications of a voter.
