Preamble
WHEREAS, Metropolitan Manila is a dynamic community experiencing continuous growth in terms of territory, population, and economic activity. WHEREAS, there is consequently a need to expand the territorial jurisdiction of the Metropolitan Waterworks and Sewerage System to make it responsive to the water supply and sewerage requirements of this expanding metropolis, as well as to effectively provide these metropolitan services on an integrated basis. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree as part of the law of the land the following:
