Preamble
WHEREAS, the Metropolitan Manila Commission as a body created pursuant to Presidential Decree No. 824 has not been organized or its members appointed; and WHEREAS, pending the organization or appointment of the members of the Commission, it is necessary that its powers and functions be exercised by the Governor or Chairman thereof so as to insure the continuous, smooth and effective governance of Metropolitan Manila; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby amend Presidential Decree No. 824, as follows:
