Preamble
WHEREAS, the Regional Development Councils have been constituted not only to give technical advice on development but likewise to act as an inter-agency for the purpose of collating, evaluating, coordinating as well as monitoring developments in their respective regions; WHEREAS, in the over-all developmental thrusts, those in the ultimate analysis actually benefited and/or adversely affected are the various barangays comprising the regions; and WHEREAS, the need is felt that in said Council, the barangays should be well represented; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by the Constitution, do hereby order and decree, as part of the law of the land, the following:
