Who may be registered.

Section 72

SEC. 72. Who may be registered.—Every person possessing all the qualifications and none of the disqualifications prescribed for a voter shall have the right and the duty to be registered. During the one-month period immediately preceding the last day of registration as hereinafter provided, any person who may not have on the date of registration any of the qualifications required may be registered upon proof that on the day of the election, he shall have such qualifications.
