Preamble

WHEREAS, Basilan is primarily agricultural in economy and the development of the province hinges mostly in improving its agriculture; WHEREAS, an agro-industrial school, will best serve the needs for the development of said province; and WHEREAS, the establishment of an Agro-Industrial school has been sought by the residents of Basilan to enhance the development objectives of the government in their province; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:
